Would crowd funding be a realistic option for the emulator?
The DFO fan base is more than willing to pour cash into an AV created Kickstarter campaign in the full knowledge that AV are proven in not delivering. Their development team has significantly shrunk and the likelihood of their poor record changing is small.
A Darkfall which is open source and guided by the community is realistically the most effective and efficient way forward for DFO and I do not see fans treating a donation to this project as much of a insecure investment as an AV kickstarter. After all, the end product would lie in public hands and would be around forever.
What options would exist for crowd funding for this project, sticking within the legal parameters and not overstepping the mark. Would a simple PayPal donation button with active donations benefit the project at this stage if an ad hoc word of mouth campaign were launched to fund it?

I don't think (crowd-) funding is an issue right now. Getting money won't speed up the process of creating a server, since kinghussien is the only person so far who dug into the process deep enough.
